Wilson came from a lower-middle class family and achieved a first class degree from Oxford. He was known for playing his ministers off against each other. For example the Department of Economic Affairs (DEA) led by George Brown clashed with James Callaghan's Treasury. They both felt there were superior of the other and Wilson kept them guessing on who should have total control of the economy. Wilson wanted Britian to be transformed into a modern dynamic country.
