-this promised $17 billion to countries to help rebuild their economies- the areas of Germany and berlin under western occupation benefitted massively.
-countries receiving this aid were expected to co operate with USA to import American goods
-Stalin ordered all countries under his sphere of influence to reject this offer.
-Stalin was not happy and accused the US of "dollar imperialism" which means using financial aid to gain power and influence in Europe, and stop communism spreading.
