Octaviano Ambrosio Larrazolo was elected to fill the term of his predecessor, who died during his term. He was born in Chihuahua, Mexico and was known as a champion of civil rights. He worked beforehand as a former teacher and principal, and aimed at spreading education for Spanish-speaking Americans.
