In 1964, the United States Public Law 78, which permitted Bracero Program was terminated, leading to a search for a suitable labor force. Due to a shortage of workers, strawberry production had to be reduced. During this time The National Farm Workers Association, led by Cesar Chavez, partnered with the Agricultural Workers Organizing Committee (AWOC) in 1965 and organized strikes against specific grape growers in the San Joaquin Valley. The success of these strikes along with labor shortage caused significant worry among California growers and impacted agriculture in the Central Coast region during the next decade.
