In 1956, Richard J Daley, was elected into office as mayor of Chicago. Daley catered mostly to the downtown business elites and the city’s powerful Republicans. One way he did that was to begin plans for modernization and redevelopment to ease the rapid decline of sales and white businesses in downtown.
In the same year, Harrison-Halsted sector was deemed as “blighted” and was approved for clearance and redevelopment. The Harrison-Halsted neighborhood was the epicenter of Mexican settlement. For example, in the Harrison-Halsted neighborhood 700 Latinx families or 3,500 Latinx people resided there.
