America became the leading governmental organization in non-human populations, with Russia following up very closely, whose country has been riding their non-human populations with governmental influence since the 1990's. Most of America's influence on non-human populations previous to 2020 were Russian contracts, underground relations through the government (UAAS), and rogue non-human hunters.
