Louis and Calonne call an Assmbly to suggest reform
- replacing the capitation and vingtieme with a single land tax for ALL landowners
- remove the Aidas and internal customs to encourage free trade to kickstart the economy
- restore national confidence to by taking more loans to cover their current debts
