By 1868, the Shogunate's decline was undeniable and change unavoidable. During this time, the Emperor regained power and authority over the country. He took the name Meiji (meaning "enlightened rule") as his reign name, signifying the great changes he intended to take. He beleived that Japan had to learn from the West if it was to modernize and become a great power.
