The Reconstruction Act of 1867 outlined the terms for readmission to the Union. This included the signing of the 14th Amendment into the constitution. The North would agree with this because it's them that is asking them to sign the Amendment in order for readmission into the Union, in turn, this would prove success towards Reconstruction.
