The Navigation Acts were passed by Parliament to support mercantilism in the colonies. The act set rules in almost every aspect of colonial trading, from who they could trade with to even what kind of boat they can use to trade. Despite this, many colonists ignored this act, as they were used to not following British law (salutary neglect). This led to large amounts of smuggling.
