The Marshall plan was an American initiative to help Western Europe. The U.S invested around $13 billion to Western Europe's economy. Many of these countries became prosperous and were able to become great trading partners with thre U.S. The Soviet Union could have applied for aid but Stalin refused along with its satellite countries.
