 The Austria-Hungarian Council of Ministers sent two proposed plans for Serbia to the Emperor. The first plan was a surprise attack, and the second was to send a list of unreasonable demands that, when not met, would reasonably allow them to declare war without putting Austria-Hungary in the wrong.
