One of the aims of the 1963 March on Washington was to gain support for a federal Civil Rights Act. Prior to his assassination, President John F. Kennedy presented the measure. On July 2, 1964, his successor, Lyndon B. Johnson, signed it into law. It accomplished many of the goals of the Civil Rights Act of 1875, which was approved but quickly reversed during the Reconstruction period.

The historic 1964 statute prohibited discrimination in public places such as restaurants, theatres, and hotels based on race, colour, religion, or national origin. Discrimination in hiring practices was also prohibited, and the Equal Employment Opportunity Commission was formed to assist in implementing the legislation. Although the legislation sought to mandate equitable election methods, it could not cover all of the ways in which blacks were denied the right to vote; the Voting Rights Act of 1965 would be necessary to address this issue entirely.
