- Consisted of 15 Bolshevik leaders, each of whom represented a specific governmental department
- For instance, Trotsky was Commissar for Foreign Affairs
- Sovnarkom theoretically needed approval from the Congress of Soviets, but in actual fact, they acted quite independently
- Sovnarkom insisted purely of Bolsheviks as Lenin believed only Bolsheviks could lead
- Similar power to the tsarist regime but was more of an oligarchy than a sole monarch
