- Forced by the strikes to take action, the Tsar released the October Manifesto to introduce a constitution into Russian politics
- The Manifesto was drafted by Sergei Witte
- The Tsar opposed it
- The Manifesto promised: civil liberties such as freedom of speech, conscience, association and assembly
- It also formed the State Duma, which entailed elected representatives from every demographic who could discuss issues and introduce reforms or create laws
- Universal male suffrage introduced
- No laws could be passed by the Tsar unless approved by the Duma
