This act imposed a direct tax on colonies of America. Any printed material must use stamped paper from Britain carrying an embossed revenue stamp. The act was intended to be used to pay British troops after the costly "Seven Years War" which had put Britain in deep debt. This act was extremely unpopular among the colonists and was viewed as taxation without representation which violates their rights as British citizens. The Americans felt they had no military need for the soldiers seeing as they had to defend against Native Americans themselves.
The Americans hated the act so much that they had formed the Stamp Act Congress and twenty seven delegates from nine states gathered to draft a set of formal petitions stating why Parliament had no right to tax them. The delegates met for twelve consecutive days. The resulting doccument
