When Gorbachev took office, he believed in a policy of glasnost which meant he wanted to open the Soviet society to new ideas. He wanted to improve the everyday life of his citizens and ease the government’s control over the economy. He also believed in perestroika, which was a policy of political and economic restructuring of the Soviet Union. This allowed non-Communists to run for office in 1989.
