-Andrew Jackson set up the "spoils system" meaning that every time a new president took office, thousands of gov't. jobs would open up and it was the presidents responsibility to fill them
-Following the civil war a spilt developed between the Stalwarts (believed all gov't. jobs should go to loyal Republicans) and Half-breeds (qualified Democrats should be able to keep their jobs even after a rep. pres is elected)
-Pres. Garfield was assassinated by a frustrated job seeker
-Chester Arthur who had been a Stalwart signed the act that dismantled the old spoils system
