Befehl Neunzehn ("Order Nineteen") is issued to Prussian troops by Field Marshal von Moltke [the younger] and Prussian Chancellor Theobald von Bethmann-Hollweg, with signature from King Wilhelm II.

Prussia mobilizes a total strength of six divisions and 51,000 soldiers as well as 1,200 artillery guns against the Hannoverian communists with about 8,000 militiamen, 2,000 trained soldiers and less than 100 howitzers.

The Prussian invasion, dated for February 3rd, is called off on February 1st, when the French navy appears off Wilhelmshaven harbor with sixteen battleships and sixty minor vessels, together with a formal ultimatum by the French government to stand down and to observe the Four Power Conference's compromise regarding Hannoverian independence.
