In 1908 the Canadian government reached a deal with the Japanese. Japan agreed that they would restrict the immigration of male Japanese laborers to Canada and domestic servants immigrating to Canada to 400 a year. From the beginning of the year many Japanese and eat Indians flooded into Vancouver causing less job opportunities due to the growth in population. Thus the labor unions petitioned the Canadian Government to forbid these Japanese and East Indian workers from immigrating to Canada.
