In 1908 Oliver, the new minister used the Immigration Act to increase the power of the government and take the farmland from the Doukhobor immigrants. The government says that no ¨Undesirable Immigrants” are as said in the Immigrant act. ¨No immigrant shall be permitted to land in Canada, who is: an idiot, or an epileptic, or who is insane, or has had an attack of insanity with five years; nor shall any immigrant be so landed who is deaf, or dumb (unable to speak), or dumb blind or infirm, afflicted with a loathsome disease or with a disease which is contagious or infectious and which may become dangerous to public health, a pauper, or destitute, or professional beggar, or vagrant, or who is likely to become a public charge.
