In 1871 the government made it mandatory for children to enter elementary schools. In 1900 elementary schools were mandatory in all provinces in Canada except for Quebec. The only problem was that only the wealthy families could afford to attend these elementary schools in 1911 40 percent of people aged 5-9 were in elementary schools and 50 percent of people aged 10-19 were attending school.
