This was an attempt to ambitiously extend the New Deal. It proposed national health insurance, aid to education, a housing program, expansion of Social Security, a higher minimum wage, and a new agricultural program. Truman's proposal was very popular and had strong backing from organized labor. Cold Wat pressure shaped political arguments about domestic social programs, causing the nation's growing paranoia to weaken support for bold extensions of the welfare state.
