After 56 percent of Chileans vote in a plebiscite that they want long-ruling Augusto Pinochet to step down, sponsors for the right Democracy and Progress Party invite Bell to Chile to give them advice on helping the right win the vote.
On Pinochet, Bell says: "I only met him once, for about 5 minutes.... my view was a pragmatic one. He was a tyrant, but Chile was moving in the right direction."
The party's candidate for the December 1989 vote is Herman Buchi, treasury minister under Pinochet. Bell exploits Buchi Clint Eastwood-esque appearance for a "Buchi is the man" campaign -- and it more than doubles his popularity overnight, but it quickly dropped when he began speaking in public. "It goes to demonstrate one of the most important points of any kind in PR," says Bell. "You can't pretend to be somebody that you're not."
