Sue Storm and Dr. Steven Sandoval are able to create an inoculation based on Peter Parker's blood that creates a resistance to infection by the alien parasite. They begin distributing the doses to the 1.6 million people on the island, at the same time identifying and isolating the infected. What they did not anticipate or detect was that a very small majority of people - one in a million - are naturally able to resist the consumption, and obtain symbiosis with the mass. This one person in Manhattan was Edward Brock, who escapes detection, while dealing with internal strife caused by the symbiote's presence.
