Both the Duma and military leaders placed heavy pressure on the Czar to give up on his rule until Nicholas II gave up one day. However, he surprised everyone with making his brother Michael be next in line to rule. When Michael also abdicated, Russia was czar-less, so the Duma had to assume the role of being the country's provisional government. The Constituent Assembly would later be elected in the year to formally decide Russia's future government.
