Petrograd dwellers were indifferent, and for a while, even upper class men (the actually higher class civilians, not Japanese school students), didn't panic. A few expected the new government to last while others didn't, likely knowing what would happen if it did. A power struggle was present in Moscow for a bit, and local political leaders took power for themselves. The countryside was a mess, with anarchy ruling the roost and peasants ironically being the ones on top of the food chain. seizing land as they pleased with little interference. Meanwhile, the new Bolshevik government improvised policy with no consistent plans other than mysterious goals.
