ATLANTIC CITY, July 28. — Jacob H. Schiff of New York declared at the closing meeting of the Jewish Chautauqua at the Royal Palace Hotel to-day that the hope of the restoration of the Jewish nation in Palestine was not the guiding star of Israel's hope, but that the promised land of the Jew was in America.
