what?- This rule was put in place to ignore the problems revolving slavery and slavery as a whole. Congress made this so that any talk or petition of slavery did not have to be handled due to the increase in petitions sent to congress regarding slavery.

why important?- The rule shows the growing separation between the North and South. it also recognizes politicians who pushed major issues like this to the side, just to avoid conflict. this idea is a great representation as to why the government became so corrupt.
