After the outbreak of the Korean War, Xu begins to put into action a plan to eliminate the foreign powers which he sees as responsible for destroying China. He orders his lieutenants to establish chapters of the Ten Rings in places with large Chinese immigrant populations: Macau, Taiwan, the United States, Canada, Japan, Australia, the United Kingdom, Germany, France, Italy, Brazil, Peru and Argentina. Xu remains in Hong Kong to oversee operations and planning.
