Many high-ranking officials working in the German Reich had proposals for a permanent solution to what they regarded as the "Jewish question".
Many of these proposals included territorial solutions, but one idea came from Adolf Hitler and Alfred Rosenberg (one of Hitler's foremost ideologues) called for a "reservation" for all Jews living in Germany.
This proposal, otherwise called the Nisko Plan, was organised in the city of Krakau [Polish: Kraków]. The German government proposed millions of Jews be deported to the former Polish towns of Lublin and Nisko (hence the name).
Some of the reasons for Germany's choice to pick Lublin is because Herrmann Seiffert described the town as the centre of worldwide power and the source of genetic potential for Jews.
Another reason was from Artur Seyss-Inquart in 1938. He inspected and later reported the surrounding area as "swampy in its nature".
Odilo Globočnik, an Austrian German official for the NSDAP and a high-ranking leader in the SS, was put in charge of all issues regarding the Jews in the Lublin district. He set up a department led by Dr Hofbauer to plan the settlement of the expected Jews and their conscription to forced labour.
On the 8th of May, the Plan was presented to the Führer and was accepted.
The next day, the forced deportation of Jews started, during which the Lublin Voivodeship was captured and occupied by Germany on the 18th of May.
