6 h 14 m, 2 dic 1863 año - President Abraham Lincoln introduces his ten percent plan. Ten percent of a state's voters must swore an oath of loyalty to the United States. The voters could then start to organize a new state government. That government would have to declare slavery to an end. Lincoln would also include amnesty to former confederates who took the loyalty oath.
