President Abraham Lincoln issued the Emancipation Proclamation on January 1st, 1863, which freed slaves in 10 states. It applied to the slaves in the states still in rebellion in 1863 during the American Civil War. The proclamation declared "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free."
