Issued by Lincoln, it outlawed slavery in the United States. However, because the south's economy was so reliant on slavery as its labor force, actoins such as the creation of Jim Crow laws were taken to continue African American labor in the south. Although this created many new problems for African Americans, it was an important first step towards being treated as equal citizens.
