In 1787, The Continental Congress wrote the Constitution, which needed nine of thirteen states' signatures to be ratified. While some jumped on board right away, many people were worried about the limited rights allowed to the people. Federalists (supporters of the proposed Constitution) recognized that adding a Bill of Rights would convince enough states to ratify it; within the first six months after adding them, the necessary nine states had ratified the Constitution + Bill of Rights. On May 29, 1790, Rhode Island added the thirteenth signature to the Constitution, making it unanimous.
