The territory later purchased in the Louisiana Purchase bounced between France and Spain in the 18th century. In 1802, American rights to store goods in New Orleans, a vital port, were compromised. President Jefferson sent France Robert Livingston and James Monroe to Paris, where they were asked by Napoleon if they wanted to purchase not only New Orleans but all of the Louisiana Territory. It's believed by historians that financial difficulties (the Haitian slave revolt and an impending war with Britain, specifically) was what prompted Napoleon to sell the land for what averaged out to three cents per acre.
