Owen D. Young, co-author and first administrator of the Dawes plan, was accorded a tribute last night at a dinner in the Waldorf-Astoria seldom given a private citizen of the United States, more than 1,000 leading men in all phases of endeavor lauding him for his role in the economic reconstruction of Europe.
