CARLSBAD, Czechoslovakia, May 1. — The recent appeal by Konrad Henlein's Sudeten German party to the League of Nations against an ordinance issued by Minister of War Franz Matchnik, under which firms seeking War Office contracts must employ Czechs as technicians and workers to a percentage equivalent to the Czech percentage of the country's population is one of several indications of increased activity on the part of the party.
