MOSCOW, Aug. 20 — Foreign correspondents here were warned individually today by the press section of the Foreign Office not to attempt to travel in the provinces or elsewhere in the Soviet Union without first submitting an itinerary and outlining the purpose of the trip and obtaining formal permission.
