The 1st Constitutional Congress was a meeting of delegates from all of the colonies, not including Georgia. They met in Philadelphia to talk about what they were planning to do about the Intolerable Acts. They decision was that they must force the British to repeal the acts by not allowing any trade between England and the colonies until the Acts were officially repealed. Lastly, they decided that all of the colonies should begin Military training.
