This was the first regulatory agency established by the federal government. It aimed to ensure that railroad prices were fair, which protected midwestern farmers the most. This agency was established after the Supreme Court decided that the federal government,not state governments, had the power to regulate commerce in the Pacific Railway v. Illinois case.
