Passed by Hitler's cabinet on this day in direct response to the Reichstag fire, it effectively suspended basic civil liberties, more specifically those protecting individual rights and due process of the law. It gave the central government the right to overrule state and local laws and overthrow state and local governments. It also permitted the restriction of the right to assembly, freedom of speech, and freedom of the press, and removed all restraints on police investigations. This allowed the regime to arrest anyone they wanted to without a specific charge, dissolve political organizations, and suppress publications. This was a permanent feature of the Third Reich, and in the beginning was used to put the Nazis' political opponents into "protective custody" indefinitely.
