The Federal Communications Commission (FCC) reserves 242 television channels for non-commercial (educational) operation. Universities, school systems and community-based groups sought licenses for these channels to disperse educational content to the masses. However, much of the support of television for education was focused on mass public educational versus a media for in-class instruction. By the late 1950s TV had overtaken radio in popularity making it a more viable option for educational programming.
