The Athenian empire was a sort of confederacy of many Greek city states called the Delian League in order to combat the possibility of another Persian invasion. The empire was headed by Athens hence the name, and they went to all the city states extorting ships for defense, and or tribute. Most of the wealth was used to rebuild Athens which had been completely burned to the ground. Due to Athens' strong naval superiority they began to rule the regions trade and quickly became wealthy once more. After many years the likelihood of a Persian counter attack became unlikely and many states wanted their independence back, starting uprisings. Athens quickly squashed these rebellions destroying the cities' fortifications. Pericles came to power and moved the Empire's treasury to Athens using much of the wealth to reconstruct and extend the Acropolis, beginning Athens' golden age.
