On March 2, 1867, Congress passed the Tenure of Office Act of 1867, which required presidents to get Senate consent to remove any civil officers. The law was repealed in 1887 and ruled unconstitutional by the U.S. Supreme Court in the 1926 ‘’Myers’’ decision.
