In 1963, MLK Jr. and The Southern Christian Leadership Conference launched a peaceful protest in Birmingham.
King was arrested in this Birmingham campaign and wrote the "Letter from Birmingham Jail" as a response to the white clergy members who wanted to let the legal system handle this issue, and he stated that action was necessary. Bull Conner, the public safety commissioner, told police to use high-pressure fire hoses, police dogs and brutal force to disperse the crowds. He even used these measures against children in the Children's Crusade. The American public was sympathetic when they learned of these cruel acts, leading to more success with passing legislation.
