Abolished the earlier system which was based on certain quotas for immigrants from any given country. In the older system, far fewer immigrants from outside western Europe were allowed in due to cold war fears. Lyndon B Johnson replaced it with a merit based system that prioritized skilled workers and those with families in the states. Allowed 290,000 new visas each year with 20,000 per country. It soon had to be expanded as immigration jumped to almost half a million per year, only 20% of whom were from Europe. Most were from Latin America and Asia.
