The major effect of this was to severely cut down the "lame duck" period from the presidency (the span of time between the election and the inauguration). New pres used to not be sworn in until March, instead of January like it is now. Passed because of herbert hoover's disastrous last few months in office. Picked fights with Roosevelt and tried to undermine his upcoming presidency by withholding information, refusing to cooperate. Basically what trump did.
