Statement of U.S. foreign policy toward China issued by U.S. Secretary of State John Hay. The policy proposed to keep China open to trade with all countries on an equal basis; thus, no international power would have total control of the country. The Open Door policy was rooted in the desire of American businesses to exploit Chinese markets. Want for trade in China was also a big reason for US expansion. In 1900 the US joined the effort to quell the Boxer Rebellion that threatened foreign trade.w
