In San Francisco, an ordinance mandated that laundries in wooden buildings had to hold a permit issued by the city's Board of Supervisors. But, these permits were rarely issued. This was obviously discriminatory since most laundries were owned by Chinese families. Yick Wo was imprisoned for operating his laundry without a permit. He sued the city, saying the law was discriminatory under the 14th. Supreme court ruled that it was.
